The Akwa Ibom State 2025 Budget of Consolidation and Expansion of the administration of Governor Umo Eno, Ph.D has in the third quarter review hit a record 86.9 percent performance achieved.

The budget prepared In accordance with the International Public Accounting Standard {IPSAS} with prevailing macro-economic assumptions was presented with templates of an oil benchmark of $75 per barrel, a national Gross Domestic Product [GDP} of 3.68 percent and an appropriation of N955 billion signed into law. 

In line with the transparency policy of the administration of Governor Umo Eno, the Akwa Ibom State Government on Wednesday, October 29, 2025 through the Ministry of Budget and Economic Planning led by Dr. Linus Nkan presented the third quarter 2025 report. The aggregate revenue inflow from both FAAC and Independent Revenue stood at N318 Billion while the performance year to date represents N897.1 billion indicating 108.1 percent against the approved N830 Billion total amount estimated for FAAC and independent revenue.

The media briefing was the third in the series and yet another commitment by the Akwa Ibom State Government in ensuring that while being sincere to the vision and commitment to accountability and transparency gives every citizen of the State a clear view of how funds accrued are being judiciously utilised for sustainable development that has touched all sectors of the ARISE Agenda.

The third quarter presentation consolidates the previous two briefings and is a basic financial template of governance that provides a right to correct information on expenditure, dispel misinformation and giving a platform of presenting the facts as it is in line with requirements of best practices.

It once again reaffirms the hallmark of good governance the Umo Eno administration has come to be identified with as the resources of the State belong to the people and the need to give periodic information on the impacts of budget performance in the fiscal year.

For the record, the third quarter of the fiscal year ended on September 30, 2025 and the report was published in the State website on October 28, 2025 in line with the laws and guidelines of fiscal responsibility.

What this means for Akwa Ibom State in 2025 highlights the success story of the ARISE Agenda in all sectors especially with the 86.9 percent performance so far and with the last quarter of the year on course, working with a Supplementary Budget which put the total budget at N1.65trillion, government projects including existing roads across the 31 Local Government Areas, Tourism with the unveiling of the ARISE Resort, Christmas Unplugged 3:0, the Ibom Convention Centre and Ibom Hotels, the Victor Attah International Airport expansion alongside the Aviation school within the ecosystem, the Luxury Estate at Ewet, the ongoing healthcare reforms which is under a State of Emergency with massive strides achieved, sports upgrade which has started yielding laurels for the State, agricultural growth and the revolutionary turn around in the education sector with Model Primary Schools and the pilot Secondary Model School which would be in all three Senatorial Districts in the State remain on course for completion .

Akwa Ibom State has become Nigeria’s most peaceful State and this ambience has not only made it a destination for almost every renowned institution in the country but provides new windows of opportunities for investors to make bold decisions in the thriving economy that abounds with a strong socio-economic base.

In two years and five months in Office, Governor Umo Eno has shown transparency and prudence in the management of the State’s resources. The new norm of this administration is hinged on commitment to service with quality delivery.

Thus, his leadership has not thrown the State into any form of borrowing nor external debts as the judicious use of funds remains cardinal under his watch in driving the massive projects with the drive of meeting all set deadlines.

The quarterly budget performance review has enabled a convergence between state actors and non state actors. This is participatory democracy in action and geared towards gaining public trust from the people of Akwa Ibom State who have come to love the policies of sustainable development through the ARISE Agenda.

By the end of the fiscal year on the 31st of December, 2025, the last quarter presentation will capture the overall provisions of the successful implementation of the Budget and this means development in abundance, more revenue for the State with smiles on the faces of the people as the gains of the ARISE Agenda spreads across the land.

Dr. Linus Nkan, the Honourable Commissioner for Budget and Economic Planning and his team have demonstrated excellence in keeping the masses abreast on government performance index. 

For the Commissioner for Information, Hon. {Dr.} Aniekan Umanah who was represented at the event by the Permanent Secretary in the Ministry, Akparawa James Edet, the quarterly budget presentation once again has drawn Government closer to the people, gained more public trust and shown the transparency in leadership of the present administration.

The media at the event through the Chairman, Nigeria Union of Journalists, Akwa Ibom State Council, Comrade Nsibiet John reaffirmed the commitment of the Fourth Estate of the Realm in ensuring that the State continues to thrive in policies that would enhance the well being of the citizens and commended the course of development in the last three quarters of the fiscal year while reassuring that the Union will continue to build positively on the focal points of the ARISE Agenda.

The index of development in Akwa Ibom State is clearly on the rise. For Governor Umo Eno, the periodic review of the progress of projects being undertaken by his administration is matching the performance growth of the 2025 Budget of Consolidation and Expansion, clearly delivered and in sync with the wishes and satisfaction of the people. Expectations are high that this last quarter will end on a high note and when the review performance will be made, it shall be a new pathway to usher the Peoples Budget in 2026 into a new season of superior performance and sustainability
