The Head of the Civil Service of the Federation, Mrs Winifred Oyo-Ita said the Integrated Personnel and Pay roll Information System(IPPIS) has led to over 250 Billion Naira being saved through the identification of ghost workers in Nigeria.
She made the disclosure at a two day retreat on the role of MDAs in the implementation of IPPIS, and its effect on the workers condition of service and government revenue.
Ita explained that the payroll platform was first introduced as a result of the urgent need to curtail ghost workers’ syndrome,while noting that the personnel information is the basis for pay rolling.
She added that in order to strengthen the implementation of IPPIS, and ensure its sustainability, a Steering committee was established ,with representative from various control agencies in the steering committee.
“The implementation of the HR module have commenced fully with the online record update ,which was followed by the verification exercise of all civil servants.This is with a view of cleaning and migrating all the data of all civil servants on the IPPIS portal”.
The Head of the Civil Service of the Federation also noted that the Verification exercise has been completed in Lagos and Abuja.
“The OCSF being the pilot of the project is now live, on the IPPIS portal with employees being able to carry out the self service component of IPPIS”.
Speaking at the event, the Accountant General of the Federation, Mr Ahmed Idris noted that the payroll scheme has recorded savings in terms of personnel cost to the tune of 67 Billion Naira in 2017 and the sum of 130 Billion Naira in 2018 respectively.
“It has helped greatly in the facilitation of cash planning in terms of personnel emoluments. It also aid in planning of personal budget. It also enable easy retrieval of personnel information of all public servant on the platform”.
He further disclosed that IPPIS is an integral part of Federal Government’s Public sector Reforms initiative meant to focus mainly at ensuring transparency and accountability in the management of personnel and payroll of Federal Government employees.
